I actually wondered if it was a reference to the book "Waiting for the Barbarians" by J.M. Coetzee. And after a google search, I just learned that Coetzee took the title for his book from the poem by Cavafy.... My liberal senses appreciated the commentary--i think, unfortunately, it fits even still today...
